I entirely agree with R Mr. Griffin

that this should not be allowed. It would take a lot

of evidence to make me believe that Chinese labour in

Samoa would be fairly treated, or that the safeguards

would be other than illusory. It is difficult enough

to ensure decent treatment under British administra-

tions. And the German planters have a bad record in

the past. Their difficulties in recruiting in China

may be due like ours to the political unrest situa-

tion, but they may be also due, as in the past,

complaints received from Chinese coolies in Samoa.

Anyhow I would not give them a base of recruiting in

H. Kong.

out to Messrs. Wendt that the system of contract

emigration to S.S. and Malaya is shortly to be r

brought to an end.

Contracts expire in Malaya on 30 June, 1914,

and Sir H. May is mistaken in thinking that coolies

can leave H.K. to sign a 300 day contract at any time

before that date. This should be pointed out to his.

And answer the Company as we are asking Gov. to

answer Messrs. Wendt.
